Research consistently demonstrates that:

* Literacy is critical to academic achievement and future success
* Lack of literacy is a key factor leading to adolescent delinquency
* Test scores of Israeli grade-school students have dangerously plummeted
* Immigrant youth are particularly weak in Hebrew and English language skills
* School libraries stimulate academic interest and achievement

However, reading libraries are noticeably absent or minuscule in several Israeli elementary schools with high immigrant enrollment. These schools, opened in response to the massive influx of immigration from the Former Soviet Union, remain under-funded and consequently lack basic educational facilities.

JOI’s Israel Literacy Initiative builds libraries and reading programs in under-funded schools, augmenting literacy levels and academic achievement among immigrant students.

The Basic Library: 
1200 reading books
300 reference books
(for book loans, research, and class projects)


The long-term impact of a school library is enormous.
   * The cost of each library averages out to 2 cents per student hour
   * Schools provide 35% matching funding
   * Books are used again and again (especially with a small library) and last decades

The expenses requested for this project include only direct capital costs. All supervision, facility and utility expenses, educational salaries, and various other costs are borne completely by JOI and the host school.
